The Fiscal Responsibility Commission has adopted the Roadmap Implementation of its Output Calendar for 2026 as part of resolutions reached at the Commission’s just concluded management retreat held at Zuma Rock Resort along the Abuja-Kaduna Road.

This was contained in a press statement signed by Bede Ogueri Anyanwu, Head/DD Strategic Communications Directorate of the Commission.

The three-day retreat, which brought together management and senior officials of the Commission, was supported by the Rule of Law and Anti-Corruption Programme (RoLAC), International IDEA and BudgIT.

Speaking at the closing ceremony, the Acting Chairman of the Commission, Charles Chukwuemeka Abana, described the retreat as a defining moment in the history of the Commission and a major milestone in his leadership of the agency.

According to him, the retreat provided a strategic platform for reflection, collaboration and forward planning aimed at repositioning the Commission to effectively deliver on its mandate as stipulated in the Fiscal Responsibility Act, 2007.

Barrister Abana expressed appreciation to RoLAC, International IDEA and BudgIT for their support towards the successful hosting of the retreat, noting that their partnership created an enabling environment for robust engagement, learning and institutional planning. He explained that the theme of the retreat, “Strengthening Institutional Performance through the Implementation of the Commission’s New Strategic Plan,” reflects the determination of the Commission to improve institutional efficiency and strengthen its national relevance in the area of fiscal governance.

“The Strategic Plan is not simply a policy document; it is a roadmap for institutional transformation, a framework for measurable progress, and a guide for achieving sustainable results in the discharge of our responsibilities,” he stated.

The Acting Chairman stressed that rising public expectations now require the Commission to become more proactive, innovative and result-oriented in promoting fiscal discipline, transparency, accountability and prudent management of public resources.

He disclosed that the newly approved Strategic Plan would enhance monitoring and enforcement mechanisms, deepen stakeholder engagement, improve collaboration with relevant agencies, deploy technology to improve operational efficiency and strengthen institutional capacity across all departments of the Commission.

As part of efforts to reposition the agency, Barrister Abana unveiled the Commission’s new Vision and Mission statements which, according to him, would drive the institution’s renewed direction and operational focus.

The new Vision of the Commission states: “To be Nigeria’s leading fiscal authority ensuring transparent, accountable, and sustainable fiscal governance for national development.”

Its Mission statement reads: “To promote fiscal integrity through evidential oversight in revenue, expenditure and debt management decisions for efficient service delivery.”

Barrister Abana explained that deliberations during the retreat focused on reviewing the Commission’s statutory responsibilities against emerging fiscal realities, examining implementation frameworks for the new Strategic Plan, strengthening institutional coordination, enhancing compliance monitoring and improving staff productivity.

He further stated that the retreat also addressed innovation, accountability and digital transformation within the Commission, with participants exposed to modern skills in organizational process improvement, process mapping, problem analysis tools and the application of Artificial Intelligence in fiscal administration.

The Acting Chairman also revealed that the Commission would play a major oversight and accountability role in the implementation of Nigeria’s emerging tax regime.

According to him, the Commission would ensure that the implementation of ongoing tax reforms aligns with the principles of fiscal responsibility, transparency and sustainability while supporting efficient revenue management and economic growth.

“In view of this enormous oversight function by the Commission, we have to develop capacity and prepare ourselves for the daunting challenges ahead. This is part of why we are here,” he said.

Barrister Abana urged members of staff to uphold professionalism, integrity, teamwork, innovation and service excellence, emphasizing that the successful implementation of the Strategic Plan would depend largely on the commitment of all departments and personnel of the Commission.

He also commended members of the planning committee and staff who contributed to the success of the retreat, expressing confidence that the resolutions reached would reposition the Commission for greater effectiveness and align its operations with global best practices in fiscal governance.

The retreat formally ended with the Acting Chairman declaring the session closed and charging staff to move forward with renewed commitment, vision and determination towards building a stronger and more impactful Fiscal Responsibility Commission.
