Pan-African Student Body Lauds Dr. Gilpin’s Leadership at Rokel Bank, Calls for Replication of Success Across Continent

The All-Africa Students Union (AASU), the leading voice for over 80 million students across Africa, today issued a resounding commendation for the reappointment of Dr. Walton Ekundayo Gilpin as the Managing Director of Rokel Commercial Bank (RCB) in Sierra Leone.

The Union celebrated the decision by President Julius Maada Bio, highlighting it as a prime example of effective public sector leadership.

“This well-deserved reappointment is not only a national endorsement of Dr. Gilpin’s distinguished leadership but also a continental validation of his legacy of institutional transformation, financial discipline, and innovation in public banking,” stated the AASU in its official press release.

The Union particularly emphasized the impressive strides made by Rokel Commercial Bank under Dr. Gilpin’s tenure, noting its “historic progress.”

A key achievement cited was the bank’s recapitalization efforts, which saw its operating capital soar “from Le91 billion to an impressive Le271 billion, making it the first commercial bank in Sierra Leone to surpass the Central Bank’s recapitalisation benchmark within one year.”

The AASU underscored that this milestone, “achieved in a challenging economic climate, underscores his visionary approach to financial governance and commitment to excellence.”
Beyond financial metrics, Dr. Gilpin’s strategic vision has also expanded the bank’s accessibility.

The AASU noted that he has “oversee[n] the growth of 18 branches and 9 service outlets across Sierra Leone.”

Furthermore, his leadership has led to “the deployment of modern banking infrastructure, including the installation of ATMs and the development of inclusive financial products—bringing banking services closer to the people, especially those in rural and underserved communities.”

These initiatives, the Union affirmed, are “fully aligned with the Sierra Leonean government’s strategy on financial inclusion and economic empowerment.”

From the Union’s Continental Secretariat in Accra, AASU President, H.E. Osisiogu Osikenyi E., offered extensive praise for both President Bio and Dr. Gilpin.

He declared, “The reappointment of Dr. Walton Gilpin is a reaffirmation of what visionary leadership, when properly supported by political will, can achieve in Africa. We applaud President Julius Maada Bio for prioritising competence and continuity.”

President Osikenyi continued, “Dr. Gilpin’s work at Rokel Bank exemplifies the kind of homegrown success stories young Africans need to see—leaders who are not only reforming systems but also creating institutions that serve the public interest with integrity and innovation.”

The AASU concluded its statement by advocating for broader adoption of such leadership models across the continent.

“AASU believes that institutions like Rokel Commercial Bank—under transformative leadership—have a critical role to play in driving youth access to finance, entrepreneurial growth, and educational empowerment across the continent.”

The Union issued a clear call to action, urging “other African governments to emulate Sierra Leone’s leadership in entrusting public institutions to capable professionals with a track record of delivery and vision.”

The All-Africa Students Union reiterated its commitment to collaborative efforts, stating it “stands ready to collaborate with financial institutions that promote economic inclusion, educational financing, youth entrepreneurship, and sustainable development.”
